2018 DCPC Important Elections Information for Voters

2018 DCPC Elections Poll Worker Guidelines

Below are the candidates for the 2018 DCPC Election.  All terms are 2 years unless noted as ‘1 Year Term’ (Mid Term Vacant Seats).

Columbia District: Resident Owner –  (1 Year Term)

Rand Barbano – During my 46 year career, I worked as an English teacher, journalist, and computer scientist. While in high tech corporations, I rose to the level of VP of marketing and development. I have also owned and run a newspaper, a consulting business focused on strategic business planning, and finished my career as an Executive Coach. My clients included the San Diego firm of General Atomics. I have also written three novels.

My wife of 22 years, Debbie Barbano, and I have an 18 year-0ld daughter, Chesirae, in college in Boston, MA. Debbie and I recently retired and moved from the San Francisco Bay Area to San Diego this last September where we immediately fell in love with our new city. That has led us both to want to become involved with our new community.

I am hoping to join the DCPC to contribute to the responsible growth and development of the Colombia neighborhood and San Diego at large.

Cortez Hill District: Resident

Michael Penny – I have been a downtown resident for 9 years. I am active in my community as a Realtor. I have been known by my peers as an out of the box thinker and problem solver, that can lead and be part of a team.  I am passionate about growth within San Diego and strive to find common grouping and structure within our community. I have been around construction the vast majority of my life. With my combined qualities, and my passion for the growth of our downtown neighborhood’s I feel that I would serve well as part of DCPC initiatives

East Village North District: Business – (1 Year Term)

Alex Georgescu – Co–‐Founder of ISOS Group – a strategic advisory and risk management company focused on value creation through the implementation of sustainable practices and behaviors; Sandbox Venue–‐ an event space as a service designed to serve the local community.

With a special interest in mathematical modeling for business insight, Alexandru has worked for the last 10 years as a sustainability professional, implementing best practices related to sustainability and carbon reporting (GRI, CDP, GRESB, DJSI) along with providing external assurance for corporate responsibility reports and GHG verification for CDP reports for large organizations across the world.

Alexandru has achieved a broad managerial experience in financial modeling and investment analysis, providing expert advice on the linkage between non–‐financial and financial reporting to improve the organization’s understanding of sustainability reporting and reiterate the business case for corporate responsibility. Prior to incorporating ISOS Group, Alexandru has worked as a market analyst in the Investment Banking Industry in the United States and for the past 12 years has focused on the integration of IT, Finance and Design and their applications in the sustainability reporting industry.

In 2018, Alexandru has started Sandbox – an event space focused on bringing people together to create genuine connections, and positively impact business and the society.

Alexandru holds a B.A. in Mathematics and Economics with a Minor in Cybernetics from the Academy of Economic Studies in Bucharest, Romania and has graduated as a Beta Gamma Sigma Alumni from the University of Arkansas at Little Rock, USA with a Master of Business Administration (MBA) degree. Alexandru speaks Romanian and English fluently and has a working knowledge of French and German.

East Village North District: Resident – (1 Year Term)

Cameron Atsumi – My name is Cameron Atsumi (red shirt). I am a NewSchool of Architecture + Design graduate student residing in the East Village North district. I am currently pursuing my Masters in Architecture with a Certificate in Healthy Urbanism. There, I am also working on the 14th Street Promenade project directly with Mike Stepner, Rob Quigley, and Kate Goodson, along with the Housing the Next 1 Million project. I’ve worked on similar community oriented projects such as the Downtown Hilo Multimodal Master Plan while I was pursuing my Bachelors in Environmental Studies with a Certificate in Planning at the University of Hawai’i. I am eager to contribute the knowledge I’ve gained through my studies, experience, and exposure to the cityscapes / communities / urban life of towns and cities around the world to help shape the downtown of San Diego into a better, healthier, livelier, and more prosperous one.

Ned Lachman – I have lived on and off in the East Village since 2004, using my Union Square condo as a second home.  I recently retired and now lived permanently in San Diego.  I would be honored to assist the Planning Council and share my knowledge with City Planning and Management.  I have been active with city development and community organizations in Santa Clarita, Ca and Dana Point, Ca.  Please accept me for the residential Owner Candidate position.

East Village South District: Resident

Conor Brown – Born and raised in Green Bay, Wisconsin and having spent two years in business school before realizing that architecture, design, and urban environments were my real passion.  Moved to Minneapolis, MN where I graduated from the University of Minnesota with a Bachelors in Architecture and a minor in Environmental Design and Planning.  Immediately upon graduation decided to leave the cold winters and muggy summers behind and move out to California.  First stop was in Los Angeles at a small architecture firm working on single family residences.  After two years, in 2014, I decided to make a change and move to San Diego to attend graduate school and also work at the architecture firm CarrierJohnson + Culture.  For the next two years balancing work in the morning and then afternoons and evenings at NewSchool of Architecture and Design in East Village to obtain a Masters in Architecture.  Since graduating in 2016 I have continued to work at CarrierJohnson and be involved with multiple projects that are having impacts in downtown San Diego today.  I have spent all 4 years living, working, and attending school in downtown, specifically East Village. I feel I have obtained a great perspective of what makes downtown San Diego great and what we need to do as a community to work towards continued progress for a successful and sustainable downtown for years to come.

Gaslamp/Horton District: Business

Lance Hosey – Architect Lance Hosey oversees design for the San Diego office of Harley Ellis Devereaux (HED) and chairs the firm’s nationwide Design Excellence program. Previously he has been a design director with William McDonough + Partners and Chief Sustainability Officer with two of the world’s largest design firms. He is the former chair of the national LEED Advisory Committee and recently served on the national AIA Committee on the Environment Advisory Group, and he is one of only thirty people in the world who are Fellows with both the AIA and the USGBC. He has written two books on sustainable design and hundreds of articles on design innovation for the San Diego Union-Tribune, the New York Times, the Washington Post, the Huffington Post, and other publications. A popular public speaker, he has spoken at TED and keynoted SWSW Eco, the Idea Festival, and many other events, addressing a cumulative audience of over 25,000 people. “Lance Hosey is on a crusade to revolutionize what it means to be sustainable” (Builder magazine).

Michael S. Rosenbaum – A current DCPC Board Member, Michael has been a long time contributor to Downtown professionally, as a resident and community activist.

Michael has served multiple terms on DCPC, representing Little Italy, Marina and Gaslamp/Horton over the past several years.  Michael has provided leadership on the committee chairing the Communications Subcommittee and Election Subcommittee while contributing to other efforts, committees and objectives of the group.

A single parent raising 2 beautiful children, Michael brings a rounded perspective to the growing needs of downtown.  Michael has a sincere desire to to help contribute to make our community prosper, grow and thrive.

Little Italy District: Resident

Stacy Dion – Stacy grew up in northern New England and graduated Summa Cum Laude from the University of New Hampshire in 2005 earning a Bachelor of Science in Business Administration with a dual concentration in both management and leadership development.  A little over year later, with a strong thirst for technology and pristine weather conditions, she made the journey to San Diego to start a career in telecommunications.  Stacy has been in business development at Cox Business for over 8 years solely focusing on new client acquisition and plant expansion.  She serves on the events committee and YGEN board of the BIA and NAIOP’s developing leaders program.  Stacy is both a resident and resident owner in Little Italy.  She takes great pride in her community and has a strong interest in contributing to the safety, economic development, and quality of life in which she lives and works.   Stacy’s primary objectives would be to:

  • Work with local agencies to solve the homeless problem
  • Identify and create innovative solutions to allow commercial and residential construction that will increase the affordability of housing without further impacting the parking crunch
  • Fight to get more city finds for CIPs since downtown is a huge driver of city revenue from tourism

Marina District: Resident

Donna Egan – Working and living in downtown has provided amazing experiences and keen insight into the goings on of our wonderful city. I have lived in the Marina District for over 5 years and work as a Realtor at the Berkshire Hathaway office on Fifth Ave. in the Gaslamp. This central location has afforded me the opportunity to meet people from around the globe visiting our city for either work or play. My work has me on the go showing property in all neighborhoods in and around downtown so I have an intimate knowledge of the essence of each community.

My husband and I frequent local restaurants, entertainment venues, and events and can be found walking or biking throughout the city and surrounding locations. We love to see and learn about all the historical sites and we enjoy exploring all the new spots popping up in our growing city.

Prior to becoming a Realtor I was in technology sales and specialized in government accounts all over North America. I have extensive knowledge in government process and understand challenges related to process and policy considerations.

Given my residential status, profession and prior experience I can be a huge asset to the DCPC Mission.

Marina District: Resident Owner Occupant

Diana Clark – I’ve owned and lived in my CityFront Terrace condo since April 2002, and I’ve worked in Downtown San Diego since 1970. I owned a marketing consulting firm with offices Downtown for 22 years. I counted the now-defunct Centre City Development Corp., as well as numerous developers of notable Downtown projects, as my clients.

I’ve been a passionate proponent of “my downtown” for nearly 50 years!

y other passion is travel; I’ve visited 107 countries and have been privileged to explore many of the world’s great cities. In fact, you could say I’m a student of what makes cities great. Our Downtown has enormous potential, with many exciting improvements happening and many more to come. I want to be involved in shaping our future.

I represented Marina residential owners on the DCPC (then Centre City Advisory Committee) once before, in 2010-2014, and I served on the Clean & Safe PBID Advisory Board from 2011-2014. Having taken a break, I’m now excited by the opportunity to jump back in.

Because my firm specialized in serving architects, landscape architects, engineers, and builders of commercial projects, I am knowledgeable about and interested in what makes buildings and public spaces great places to be.

Jim Kilty – As a currently serving board president of a downtown property association, property owning resident and United States Navy Veteran living in downtown, I’m very passionate about the future of America’s Finest City.  I’ve dedicated many years of my life to the service of my country and community.  As an elected board member of the One Harbor Drive Master Association, I work closely with the Downtown Partnership, Parks and Recreation and the San Diego Police Department to ensure our property along the Martin Luther King Prominade is safe, manicured and clean while adhering to the nuances of Civil/Municipal Code.  I am enthusiastic to extend my service to the residents, businesses and visitors of San Diego as a member of the Downtown Community Planning Council.

I currently serve as the Chief Technology Officer at InnovaSystems International, headquartered here in San Diego.  I’ve spent the past 20 years leading cross functional teams through the engineering and development of complex information systems in support of the United States Government.  I graduated from the University of San Diego with a Master’s in Executive Leadership and earned a Bachelor of Computer Science.

Downtown Community Wide: At Large

Jon Baker – Mr. Baker is an architect and partner with the BakerNowicki Design Studio located at 731 Ninth Avenue, downtown. Specializing in the design of educational & civic facilities Jon’s professional experience covers 30+ years of professional practice. He is a LEED Accredited Professional, holds an NCARB certificate with licenses to practice architecture in 10 states and is a Fellow with the American Institute of Architects.

Mr. Baker has lived in San Diego for 35 years and has been an active participant on
numerous community, civic and professional organizations and boards over the years. He is past president of the California Architects Board as a Governor appointee overseeing the licensing of California architects and is Regional Chair for the Western Council of Architectural Registration Boards covering 12 Western states. He is an active member of the Downtown San Diego Partnership’s Planning & Public Policy Committee.

Caroline Perry – Caroline Perry is the Vice President, General Counsel of the San Diego Padres, where she works frequently with the City of San Diego on the management and use of Petco Park. Caroline has also worked extensively with Civic San Diego on various projects related to the Padres in and around Petco Park, including Bumble Bee Seafood’s lease of the iconic Candy Factory building and the use of the parking lots and facilities around Petco Park. Caroline shares the Padres’ passion for a vibrant and thriving downtown community and feels privileged to work each day in San Diego’s East Village.

Caroline’s legal practice with the Padres is extremely varied and includes real estate, employment, litigation and general corporate advice. Caroline also serves as the president of the East Village Square Owners Association.

Caroline is a San Diego native who received her undergraduate degree from Stanford University and her law degree from Columbia University. Caroline lives with her husband and two young daughters in Pacific Beach and enjoys travel, reading and attending Padres baseball games.

Downtown Community Wide: Community Organization

Monica Ball – Monica Ball has lived or worked in Downtown throughout her 40 years in San Diego. She believes a thriving urban core is vital to the health of any metropolitan area and dedicates time and resources to promoting and protecting that in San Diego. Serving others has been her primary motivation from the early days of managing for Nordstrom Horton Plaza to current Real Estate sales for Pacific Sotheby’s International Realty. She loves the vibrancy of urban life and encourages active civic engagement for all.

Her key issue for Downtown and the Region is real answers addressing our Housing Crisis & Homelessness.  Monica worked as a 25 Cities Design Team Member, is a Member of the Regional Task Force on Homelessness, and Housing the Next One Million for Sandag. She believes housing supply to meet demand and a functional, flexible program to address all shelter related services is within reach.

She has served as DCPC Charitable Organization Representative since 2011. Monica volunteers at street level and in leadership roles with multiple Downtown organizations, PATH & Neil Good Day Center homeless shelters, Washington Elementary & e3 High School, STAR/PAL, Downtown Fellowship and the New Central Library. She is a Board Member for UPLIFT and past President of Downtown Kiwanis Foundation. Maximizing all available resources and facilitating collaboration between groups is a priority to her. She believes working as a team is essential to address our challenges of literacy, poverty, mental health, homelessness, housing and employment.

She also enjoys travel with her husband and loves spending time with their children, grandchildren and friends.
